Oblivion mods don't work!?

I download the mod, click extract to the data folder, and it'll give me a bunch of errors and not extract it to the data folder. So I extract it to a separate folder, and then drag all of the contents of the mod file into the data folder, and when I run the oblivion launcher it doesn't show up in the data files. I have a windows 7 quad core. Help please?
