Computer Start-Up Problems?

Okay, my computer is having weird start up problems. I'll start it up, everything will load, but nothing will respond. My taskbar/toolbar (whatever you call it) only fills up 2/3 of the way; Malwarebytes will be the last thing to show up. When I try to start up a program I'll get a never-ending time symbol and nothing will respond afterwards. Then I restart it using the power button and it repeats. However, EVERY time the third start-up starts normally. The missing toolbar/taskbar icons are IOBit Malware Fighter, Local Area Connection 2 (A network cable is unplugged message), Wireless Connection icon, and SOE Station Launcher. This isn't a major problem as of now considering it doesn't take long to restart it 3 times, but I fear it may escalate. Help and suggestions, please?
