What is the standard protocol when someone calls an ambulance because someone else enters cardiac arrest?

Do paramedics take the victim on the ambulance and try to resuscitate him with CPR and defibrillator while they get to the hospital? Or do they try CPR and defibrillation on the scene? I am writing a script. That is why I have been inquiring about it a lot recently.
